Job Summary

As an Accounting Officer Senior at the Minnesota Pollution Control Agency, you are responsible for the development and administration of inter-divisional budgets and spending plans, managing and analyzing the obligation and expenditures of funds for program management of specific funds within agency programs, assisting media fiscal coordinators, evaluating fiscal information and advising leadership in overall resource management and allocation. This position performs financial management and budgeting support. As well as the coordination toward development of agency and division fiscal strategy. It functions as the day-to-day coordinator of current budgets and annual spending plans, addresses reporting requirements, and reconciles administrative and fiscal anomalies. This position assists in technical development of biennial budgets, annual spending plans, fund balances and fees.

Minimum Qualifications

Three (3) years of professional experience in accounting, designing and maintaining budgeting processes, financial management or grants management that support successful achievement of business objectives in addition to effective compliance with professional and operational industry compliance (i.e., United States Generally Accepted Accounting Principles, Governmental Accounting Standards, International Professional Practice Framework, Environmental Council of the States policy/practice, Environmental Protection Agency regulation). A Bachelor’s degree in accounting, finance, or other relevant business administration field of study may substitute for one year of professional-level experience.

The ability to quickly research, review and comprehend multiple legislative processes to effectively apply regulatory compliance advice and guidance.

Experience presenting periodic (weekly, monthly, quarterly, etc.) and multi-year managerial accounting information to various leadership levels for purposes of cultivating active high-quality engagement in objective, informed, data-based decision-making across organization(s) and key partners in a timely manner.

Oral and written communication skills sufficient to effectively communicate complex information through financial reporting, electronic forums, presentation, and/or discussion to a wide variety of audiences demonstrating command of engagement and effectively collaborating with diverse perspectives, cultures, identities, and professional approaches to business and leadership.

The Minnesota Pollution Control Agency will not sponsor applicants for work visas including F-1 STEM OPT extensions.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Individuals must be legally authorized to work in the United States.

Preferred Qualifications

Intergovernmental relations experience administering agreements, statements of work, or federally regulated funding,

Environmental or ecological economics training, experience, and/or literacy,

Microsoft Excel and Access sufficient to analyze, manipulate, and present financial data to decision-makers.

Ability to:

Optimize accounting operations that successfully support needs and interests of diverse communities and stakeholders (i.e. students, patients, Tribal Nations, rural and urban communities)

Design and conduct training for accounting professionals and non-accounting professionals with fiduciary responsibilities (board members, project managers, etc.)
